They do it every day in every way. It's not that they are not trying hard, they certainly are. If you pay for the upgrade to a 4 star experience, they'll put their best 3 star employees on that rotation and they'll try hard to improve your experience, even bring it up to a 3 1/2 star experience, maybe a 4. You book a 3 star resort, and they'll provide you a 3 star experience every day in every way. And then I'd need to see the price points, would it really be worth it? I am never a fan of paying for upgraded service at a hotel, unless it gives you unlimited A La Cartes as opposed to 3 a week. We also found the service & drinks much better at FA. I can't recall which resort we were able to get room service at (I don't think they both have it) but it was terrible and 30 minutes late. But the food at FA is WAY better in every regard to either Occidental or Iberostar. We've found that when you compare the Royal price to the cost of staying at Fiesta Americana, it's pretty close. If you stay Royal, I'd give the Occidental the slight edge. We are looking to just relax at the beach. Husband and I are looking a possibly going to Cozumel in February, I think for our budget, these are the 2 All Inclusive we have looked at. Neither place has what I would consider good food. Occidental Royal Section lets you eat a la carte every night plus it give you access to their best restaurant - where we eat many of our meals. I don't mind an occasional buffet but I really dislike being forced to eat at one when I'm paying for all inclusive. They both restrict you to 3 (4? can't recall) a la carte reservations per week and then force you to eat at the buffet.
